What is SubstanceMap.com?

SubstanceMap.com is an interactive world map showing the legal status of gray-zone substances across 202 countries. We cover cannabis, nicotine pouches, snus, e-cigarettes, and heated tobacco — giving you a fast, clear answer to the question: "Is this legal there?"

Data Sources

We source data from:

  • Cannabis (countries): Wikipedia's "Legality of Cannabis by Country" page, cross-referenced with country-specific government sources.
  • Cannabis (US & AU states): Wikipedia's state-level cannabis law tables.
  • Nicotine Pouches, Snus, E-Cigarettes, Heated Tobacco: The Global State of Tobacco Harm Reduction (GSTHR) country profiles at gsthr.org.
  • Nicotine Pouches (US states): Consumer Choice Center's US Pouch Accessibility Index.

All entries include source URLs and a last-updated date. When a source is ambiguous or conflicting, we use the more conservative interpretation.

Status Definitions

LEGAL — Personal use and/or purchase is permitted by law with no criminal penalty. May require age verification.
RESTRICTED — Partially permitted — e.g., medical use only, decriminalized but not legal, or legal with significant restrictions. Read the summary carefully.
ILLEGAL — Possession or use is a criminal offence. May still have tolerance-based enforcement in some cases.
UNKNOWN — No reliable data available for this country. Treat as illegal until verified.

Updates & Corrections

Data is reviewed and updated periodically. Every entry shows a last-updated date so you can judge how fresh it is.

State-Level Data

For countries where national status is misleading — primarily the United States and Australia — we show state-level data when you click the country on the map. The US is the most important case: cannabis is federally illegal but legal recreationally in 24+ states. We also cover nicotine pouch accessibility across all 50 US states.
