What is SubstanceMap.com?
SubstanceMap.com is an interactive world map showing the legal status of gray-zone substances across 202 countries. We cover cannabis, nicotine pouches, snus, e-cigarettes, and heated tobacco — giving you a fast, clear answer to the question: "Is this legal there?"
Data Sources
We source data from:
- Cannabis (countries): Wikipedia's "Legality of Cannabis by Country" page, cross-referenced with country-specific government sources.
- Cannabis (US & AU states): Wikipedia's state-level cannabis law tables.
- Nicotine Pouches, Snus, E-Cigarettes, Heated Tobacco: The Global State of Tobacco Harm Reduction (GSTHR) country profiles at gsthr.org.
- Nicotine Pouches (US states): Consumer Choice Center's US Pouch Accessibility Index.
All entries include source URLs and a last-updated date. When a source is ambiguous or conflicting, we use the more conservative interpretation.
Status Definitions
Updates & Corrections
Data is reviewed and updated periodically. Every entry shows a last-updated date so you can judge how fresh it is.
Laws change quickly — if you spot something that looks wrong or outdated, please report it via our GitHub repository and we'll get it fixed.
State-Level Data
For countries where national status is misleading — primarily the United States and Australia — we show state-level data when you click the country on the map. The US is the most important case: cannabis is federally illegal but legal recreationally in 24+ states. We also cover nicotine pouch accessibility across all 50 US states.
