In Paraguay, Law No. 5538/2015 classifies e-cigarettes as tobacco products. Vaping is restricted in certain public places. Decree No. 4694 applies a 16% tax on e-cigarettes, however most e-cigarettes reportedly are not registered as tobacco products, as the devices are imported as ‘electronic products’ and the e-liquids as ‘essences’, thus avoiding the tax .
